The magazine publishes articles that contain the most significant scientific and technical results of experimental studies and the results of the problematic nature. The magazine is registered in the Ministry of the Russian Federation for the press, TV and radio broadcasting and means of mass communications. - The decision on publication of articles is made by the editor-in-chief on the basis of the review and the documents specified in "Requirements to articles" (see the section to AUTHORS (HOW to PUBLISH ARTICLE).


- to publication articles containing the most essential results of scientific and technical pilot studies, and also results of works of problem character on the following headings are accepted:


- Electric power industry;


- Automation and informatics;


- articles have to be issued by authors according to "Requirements to articles" and are sent by mail to Edition.

Ethical foundations of the journal

1. General Principles of Publication


- The editorial board of the journal “News of Higher Educational Institutions of the Black Earth Region” in its activities is guided by Section 7 of Chapter 70 “Copyright” of the Civil Code of the Russian Federation.

- The editorial board accepts for publication only original scientific and technical articles or reviews previously unpublished and answering the subject of the journal.

- The editorial board of the journal “News of Higher Educational Institutions of the Black Earth Region” does not accept articles containing biased and incorrect estimates of other scientific works and other specialists, as well as those of a political nature.

- All types of copying and reproduction of copyright materials published in the journal are prohibited without a written consent of the editorial board.


2. Editors’ Duties and Responsibilities


- Editors are responsible for all materials published in the journal and for interaction with authors and reviewers.

- Editors should strive to satisfy the needs of readers and authors, improve the content of the journal, ensuring its compliance with international ethical standards and academic standards.

- It is the duty of editors to evaluate the submitted articles for compliance with the requirements for format, volume, and the remit of the journal.

- The editor provides selection of reviewers who do not have any conflict of interest in connection with this work and who are able to render a competent assessment on the article.

- The editor does not allow any conflict of interest between the principles of intellectual activity and business requirements.

- The editor, if necessary, must publish amendments, retractions and apologies.

- Editors must timely publish in the journal necessary format requirements for articles with their regular updating and availability on the journal’s website.

- Editors must keep the submitted personal information about the authors confidential and not disclose it, other than with a written consent from the authors or in the cases prescribed by the legislation of the Russian Federation.


3. Reviewers’ Responsibilities and Peer Review Process


- The reviewer’s conclusion should be impartial, objective, with a clear statement of their arguments.

- If the reviewer cannot submit their review in due time, s/he opts out of the review process of the article and notifies the editor-in-chief about it.

- The reviewer analyzes the compliance of the submitted article with the requirements of the journal on remit and volume, assesses the scientific and technical novelty, literacy, logic and consistency, the adequacy of the experimental data, and the representativeness of the references.

- The reviewer provides a conclusion on the possibility of publishing the manuscript in the submitted form, publishing it after finalization (with a second review), or rejecting it. This conclusion is approved by the editorial board of the journal.

- The results of the review are sent to the author with the suggestions, if necessary, on the required finalization and its timeframe.

- The reviewer must keep the information and ideas in the reviewed article confidential and not use them for personal gain before the official publication of the reviewed article.

- The reviewer does not review an article if a conflict of interest arises caused by competition or interaction with any authors or organizations related to the reviewed article.

- The submitted article is reviewed by at least one reviewer who is among the well known experts in this field. The information on the reviewer, as a rule, is not disclosed.


4. Authors’ Responsibilities


- By submitting an article to the editorial board, authors express their consent to transfer to the editorial board title to its publication in the journal “News of Higher Educational Institutions of the Black Earth Region”. It is not allowed to submit articles to the editorial board already published in or submitted to other journals.

- Authors should submit articles for publication in strict accordance with the requirements of the editorial board on their format.

- The rearrangement of author names in the authorship before publication of the article must be confirmed by a written consent of all authors.

- The authors attach their personal data (work place, title, position, contact phone number, e-mail) to their articles and agree to their publication in the journal.

- Authors should, if possible, describe the role of research study sponsor(s).

- The use of results or citations from authors of other works must be accompanied by accurate references to these works.

- Authors should cite publications and references in detail.

- Authors should ensure that all of them are included with sufficient credit and involvement in the work and that all of them have seen the final version of the article and gave green signal in submitting it for publication.

- If authors find significant errors or inaccuracies in the published work, they must promptly notify the editorial board about it.

5. Fighting Dishonesty, Duplication and Plagiarism


It is the duty of editors to identify unfair and replicated publications at the editorial stage.

In all issues of editorial ethics, editors shall follow the recommendations of the international Committee on Publication Ethics (COPE) - http://publicationethics.org/resources/flowcharts.

If plagiarism is detected or if replicated publications are identified, the editorial board tries to find out its reasons, notify the authors of violating the ethics of publications, and reserves the right not to publish the authors who committed the violation.

If the facts of plagiarism, the replication of publications, inaccurate information in the article are identified after the publication of the journal, the editorial board publishes an appropriate explanation in the nearest issue and properly marks the pages with this article in its electronic version or completely excludes this article (with notification to the readers and the international database).


6. Complaints and dispute resolution


- The preferred method of communication during the review and preparation of articles for publication, as well as in resolving disputes, are direct contacts between the editorial board and authors

- In resolving disputes and complaints, editors, reviewers and authors shall follow the recommendations of the international Committee on Publication Ethics (COPE) - http://publicationethics.org/resources/flowcharts.

- The authors’ complaints shall be reviewed by the editorial board of the journal in a reasonable timeframe.
