Information about the editor-in-chief of the journal

Alexander Nikolaevich Shpiganovich was born on May 15, 1939 in the village of Golovchitsy, Narovlyansky District, Gomel Region (Byelorussia). In 1957 he graduated from a high school. In 1957 he started work as an underground wireman at the Kirov mine of the Karaganda coal-mining field, then in 1960 – as a wireman of a building materials factory. In 1961, A. Shpiganovich entered the Omsk Polytechnic Institute to major in “Electrical measuring equipment” and successfully graduated in 1966 qualified as an electrical engineer. After graduation, he was sent to Karaganda, Kazakhstan, to work in the design institute Giprouglegormash as a foreman in the laboratory of electrical measurement and electric drive, and later he took the position of the chief power engineer of the Karagandastroydetal enterprise. From 1968 to 1994 he worked at the Karaganda Polytechnic Institute as a senior lecturer, then as an assistant professor, a professor, the head of the department of power supply for industrial enterprises, a dean. In 1974, A. Shpiganovich defended his dissertation for the degree of candidate of technical sciences, and in 1978 he was awarded the academic title of associate professor of the department of power supply for industrial enterprises. In 1988 he successfully defended his doctoral dissertation, and in 1989 he was awarded the title of professor of the department of mining electromechanics. Because of the collapse of the Soviet Union, A. Shpiganovich moved to Lipetsk in 1994 at the invitation of S.L. Kotsar, the then rector of the Lipetsk Polytechnic Institute, where he began to work as a professor of the department of electrical engineering, and since 1995 he has been heading the department of electrical equipment.

A. Shpiganovich gained fame as the founder of the theory of random impulse flows and an outstanding scientist in the development of fundamental statements and production tasks with respect to the reliability of large systems and energy-saving technologies.

A. Shpiganovich performed his main research in accordance with the plans of the sectoral scientific research of the USSR Ministries of Energy, Mining Industry and Non-Ferrous Metallurgy and by the orders of the Ministries of Atomic Energy, Metallurgy, and RAO Unified Energy Systems of Russia. The demand of his research is confirmed by grants from the Russian Foundation for Basic Research, the Ministry of Education of the Russian Federation, the Russian Federation's Competition Center for Fundamental Natural Science.

As a scientist, A. Shpiganovich is recognized both in Russia and abroad (Germany, Poland, Ukraine, Belarus, Kazakhstan, etc.), where his works on increasing the efficiency of electrical supply systems and developing optimization methods in engineering solutions are used. Since 1976, A. Shpiganovich constantly performs both federal and international programs. This made it possible to develop the guiding materials on systems reliability, the economic efficiency of their equipment, their maintenance planning with their approval by the Ministries of Energy and Coal Industry (Supplement RTM 12.25.001-77 and RTM 12.25.005-80). Following the results of his research, A. Shpiganovich published 13 monographs, 5 textbooks, 21 manuals, received 6 copyright certificates and 27 patents for inventions, 4 certificates of state registration of computer programs, published 594 papers.

Under his leadership and with his creative participation, a scientific school is developing in the direction of “Energy-saving structures of energy systems”. A. Shpiganovich is the Honored Worker of Higher School of the Russian Federation, full member of the Academy of Mining Sciences, Academician of the Academy of Natural Science, Academician of the International European Academy, Academician of the Kazakh Academy of Natural Sciences, Chairman of the Dissertation Council D212.108.01, Editor-in-Chief of the scientific, technical and production peer-reviewed journal “News of Higher Educational Institutions of the Black Earth Region”, chairman of the students’ electrotechnical scientific society. He is awarded the diploma of the European Scientific and Industrial Chamber, badges “For outstanding achievements in the field of higher education”, “Miner’s Glory III class”, “Honored Worker of Higher School of the Russian Federation”, and “Veteran of Labor”. In 2005, A. Shpiganovich was awarded the Order of Friendship, in 2007 he won the regional Moskalenko Prize and in 2016 he won the regional Basov prize.

The name of A. Shpiganovich is included in the All-Russian encyclopedia “Scientists of Russia” in 2008, as well as in the list of personalities of the 5th anniversary edition of the All-Russian Encyclopedia “The Best People of Russia” (section “Person”) for 2005-2006 which presents the citizens of Russia, whose merits and labor most significantly influence the development of the Russian state and society.
